
The Colorado State Board of Education voted today to take the next steps necessary to appeal the recent Lobato v. State court decision. The Dec. 9 ruling on the Lobato case declared Colorado’s school funding system underfunded and not meeting the requirement in the Education Clause of the Colorado Constitution of a “thorough and uniform” system of public education. In its special meeting held this morning, the board voted to authorize the Attorney General to file a notice of an appeal in the Colorado Supreme Court in the matter of Lobato v. State, on behalf of the Colorado State Board of Education. It also voted to direct Commissioner Robert Hammond to authorize the Attorney General to file a notice of an appeal in the Colorado Supreme Court in the matter of Lobato v. State, on behalf of the Colorado Commissioner of Education.

Colorado Awarded Race to the Top Phase 3 Funds
Districts to get funds to implement state reform plan
The U.S. Department of Education announced today that Colorado is one of seven states that will each receive a share of the $200 million in Race to the Top Round 3 (RTT3) fund to advance targeted K-12 reforms aimed at improving student achievement. Colorado’s share of the grant is $17.9 million over four years.

Lewis-Palmer School District 38 had a minor role in Lobato v. State of Colorado as one of the districts that was named on the suit.

State Board of Education takes more time to review Lobato case
The Colorado State Board of Education held a special meeting today to consider possible next steps regarding the recent court ruling on the Lobato v. State lawsuit. Following an executive session, the board reconvened and announced it would not vote today, but instead hold another special meeting on Tuesday, Dec. 27 to hold the vote. The State of Colorado, the State Board of Education, Governor John Hickenlooper and Commissioner Robert Hammond are named in their official capacities as defendants in the case. The Dec. 9 ruling by Denver District Judge Sheila Rappaport declared Colorado’s school funding system underfunded and not meeting the requirement in the Education Clause of the Colorado Constitution of a “thorough and uniform” system of public education. Governor Hickenlooper announced earlier today that he would appeal the ruling.

Savings for school districts
Judge Sheila Rappaport ruled Colorado unconstitutional for not providing a “thorough and uniform” school system. Part of the judge’s unconstitutional determination should assess the large administration staffing variances for our 15 El Paso County School Districts. Here is my grassroots solution.

Lewis-Palmer School District #38 will begin studying budget reductions including bus fees for the 2012 – 2013 State funding reduction
Lewis-Palmer Parents and Staff:
As you may know, preliminary budget reductions from the State of Colorado combined with increased projected costs indicate that school districts around the state will again be facing budget reductions for next year. Based on the Governor’s budget, submitted to the state legislature, the total additional reduction for our district is approximately $1.2 – $1.5 million at this point, or 3.5 – 4% for the 2012 – 2013 school year.
We are in the process of determining how to balance our budget in light of these reductions. The work completed by the 2011-2012 Citizen Planning Task Force will be used as a starting point. Many options will be considered and, no doubt, many changes will be needed to make the reductions a reality.

Colorado shows 17 percent gain in teachers holding national board certification.
Ninety-three Colorado teachers achieved National Board Certification in 2011, according to the National Board for Professional Teaching Standards. This gain represents a 17 percent increase in the total number of teachers holding National Board Certifications in Colorado in just one year. Read more…
